Why Ruby and Python used more in Startup and Java, Scala, Go for big company?

I research on Quora, some reference and ask someone and I see :
Ruby and Python slow run but fast develop. Java, Scala, Go run fast but slow develop
1. Startup have limit time, money and staff
They want to hit market, want to get investors and customers so they need quick development in product.
2. Language as Ruby and Python easier for prototyping.
3. Easy find Ruby, Python developer for create product in limit time and money.
4. Go, Java need expert to design complex architecture for application.
